Statutory requirements for foster carers
Every child is unique, and carers require a foundation of knowledge and skills to adapt to the needs of individual children and young people. The list below highlights statutory learning and development and the frequency of attendance.
Once statutory learning and development, including the Training, Support and Development Standards (TDS), has been completed, please refer to the role-specific learning pathway to support foster carers in fulfilling their specific roles and responsibilities.

Safer caring
This course is for foster carers only. This course discusses safer care plans and explores allegations and procedures. You can book a place by clicking the link below.
Prevent
This training will look at the current risks, ideologies, signs and behaviours to people who are susceptible to radicalisation.
Training, support and development standards portfolio
The National Minimum Standards (NMS) for fostering include Standard 20, which requires foster carers to have an ongoing learning and development plan, and a portfolio to demonstrate their progress in meeting the Training, Support and Development Standards (TSD). This ongoing learning includes core and specific training, and is supported by personal development plans that are reviewed regularly to evaluate effectiveness. The TSD standards are a set of seven key areas that carers must meet, covering principles of fostering, their role, health and safety, communication, child development, safeguarding, and personal development.

Attend every 18 months
Therapeutic crisis intervention
Once foster carers have attend a full Therapeutic Crisis Intervention for Foster Carers (TCIF) course as part of your development, you will need to maintain your certification every 18 months. To do this, you can choose to attend a TCIF Refresher, a TCIF Complex Needs Refresher, or a TCIF Twilight session. Attend every 3 years
Emergency first aid
All foster carers are required to be trained in emergency first aid every 3 years. You can use the links below to book a place or to share with foster carers who have a PAL's account.
Emergency First Aid for Foster Carers
It is important that foster carers are able to provide emergency first aid. However, in some circumstances, a foster carer may be unable to perform CPR on the floor due to a medical condition or physical limitation. In these cases, an alternative certificate may be issued. A Supervising Social Worker must complete a risk assessment and submit it to the Service Delivery Manager for approval.
If a foster carer is unable to perform CPR on the floor, please notify workforcedevelopment@leeds.gov.uk at least five working days before the course date. This will ensure that the First Aid trainer is informed in advance and can make any necessary arrangements to accommodate the foster carer's needs.
Safeguarding
Every 3 years, foster carers are required to learn about a safeguarding topic. After having a quality conversation with your supervising social worker choose the topic that is the most appropriate. Foster carers can attend any of the training at any time.
